What are the recommended partitions for installing Ubuntu 11.04 on a laptop. Should it be same as a desktop’s, and what are the minimum recommended sizes for the partittions?

If you are not using LVM, configure these partitions:
    /boot partition 500 MB
Swap partition 2000 MB or 2 GB
    / partition 10 GB
/home – as much space as you have to allocatte

If you want to use LVM, configure these:
    non-LVM /boot partition 500 MB
LVM Swap partition 2000 MB or 2 GB
    LVM / partition 5 GB
    /home – about 20 GB or more

When using LVM, leave enough unallocated in case you have to add other partitions, or grow existing ones if they run out of space. I believe finid has some articles on how to partition a disk for these situations on the main site.
